Where do you measure: do you measure at the same place on both legs. If there is a discernible difference in appearance., I would see the doctor and get a medical opinion. You may need to have a doppler study done to see if there is a problem that cannot be found on exam If not pain and no pitting this is less likely of a problem. See the doc to make sure. Best wishes.

See doctor: soon to assess for potential conditions such as a blood clot. A thorough history and exam might help answer why it is bigger. Best of luck!

Hyperhypertrophy: Does the right and left measure the same in length or circumference? What you describe could be swelling due to vascular insufficiency, blood clots, muscular dystrophy, or hemihypertrophy. Lots of possibilities. My recommendation is to see a physician to determine the appropriate type of imaging for example US Doppler vs actual CT scan.
