UTI/WBC: Your white blood cell count could be elevate with a UTI if the infection has started to go systemic. The white blood cell count is an indication that your body is fighting off an infection.

Yes: Any infection can elevate the white blood cell count. Additionally, platelet count can also be elevated in the setting of infection as an acute phase reactant. Platelet count can also be elevated for other reasons as well.
