Yes and yes.: It can be related to both. You must also consider a stress or anxiety induced itching. If you are extremely depressed, anxious or under extreme stress this can be the cause. If you have no rash it is hard to say what it might be with the information that you have given.

Sure: You could have a contact (allergic) dermatitis that can cause these issues or it could be delusional issues called "delusions or parasitosis" that may make you feel that way. See the dermatologist to get properly diagnosed and treated. Best wishes to you.
