No: This doesn't sound at all like the rash of ARS. HIV/ARS rash typically is red spots, mostly on the trunk, arms and legs; doesn't itch; and never occurs alone -- only with other symptoms of ARS like fever, sore throat, inflamed lymph nodes, etc.
