Vasoconstrictor: "Cold" medicines are usually a mix of pain reliever and drying agents. It's this latter drying agent, either ephedrine (ephedrine sulfate) or pseudoephedrine (ephedrine sulfate) (look on the box for the ingredients) that helps relieve some of the symptoms by shrinking the swollen tissues in the nose, which it does by closing down the blood vessels. This constricting of blood vessels throughout the body will raise blood pressure.
