See Your Doctor: There are a few causes for rash described on your 2 y.o. child however not enough detail is given to make a diagnosis. Additionally diagnosing a rash without visual inspection is challenging & a detailed medical history is important. Keratosis Pilaris, Molluscum Contagiosum, & Milia are 3 conditions that may match based on the minimal info given. See your doctor for correct diagnosis & treatment.

Toddler skin: It could be a variety of things and a picture would be helpful. I would recommend not popping them and apply a good moisturizer until a healthcare worker can see them.
