Tricky question: Epilepsy surgery strives as its goal to cure epilepsy. If learning difficulties are clearly a consequence of the epilepsy or medications treating the epilepsy then, one could potentially expect improvements from surgery if the epilepsy itself could be "Cured" or at least dramatically improved. However, surgery can still be considered successful even if learning difficulties are not improved.
