Nobody knows: ubo.(unidentified bright objects) http://neurology.about.com/od/cerebrovascular/a/What-Are-These-Spots-On-My-MRI.htm So are age spots. Indeed, age spots are very highly associated with diseases of aging like cerebrovascular disease..because they aren't in young people. Found in elephant man disease, stroke http://www.ncbi.nlm.nih.gov/pubmed/24936416 not so much MS. I've only seen them in normals.

Many reasons: Smoking, hypertension, diabetes, prior head injury, migraines, prior strokes, changes in arteries, vasculitis, infections, some medications, etc. If you are concerned that the "white spots" are not benign, get another opinion.
