Blepharoplasty: There is fatty tissue surrounding the eyeball, which can prolapse through the barrier in the lower eyelid. It is usually benign. A lower lid blepharoplasty is a surgical procedure for removing the unwanted bags. If the bags are the worst in the morning and improve over the course of the day, you could try sleeping with an extra pillow to minimize any fluid accumulation overnight.
