Possibly: Believe it or not, watery eyes are a sign of dry eyes. The increased watering is caused by a signal from the dry, irritated eye's surface sending a signal to the tear gland to make more tears. Using artificial tears while reading or using the computer will prevent the eyes from getting dry and irritated, and in turn you will have less watery eyes.

Depends: There are a lot of causes for watery eyes. The most common is related to the fact that the tears being produced are not "high quality". However, there are conditions where the drainage system is blocked, which can cause watering as well. Also, allergy can cause watery eyes.
