Tibial fracture: Absolutely. Treatment of fracture nonunions will always involve some form of bone grafting-typically autograft (your own bone) from iliac crest is used but there are other options as well.

Stability or biology: There are two different types of non unions. In one case the body does not form any bone. This is called an atrophic non union, this requires bone grafting to stimulate the bone to heal. There are several types of bone grafts that can be perfomred. Hypertrophic non unions or bones that dont heal but have the ability to make bone do not need a bone graft they just need more stability.
