Not in humans: Hi. In rodents, Victoza (liraglutide) (and all GLP-1 receptor agonists) can cause C-cell hyperplasia and MEDULLARY thyroid cancer (MTC), NOT regular thyroid cancer (papillary or follicular); ergo the black box warning. MTC is a VERY rare form of thyroid cancer seen in a few genetic syndromes and vanishingly rarely sporadically outside of those syndromes. In humans, there are no data the GLP-1's do that.
