Motility : As the doctor moves a finger in front of you, he/she is assessing the way your eyes are tracking (moving). If your eyes don't move as they should, or if unsteady movements are detected, further tests are generally necessary to diagnose the problem. If your eyes are unable to move to one side, depending on which eye, usually a neurologist should evaluate you. Nystagmus (shaky eyes) may cause dizziness.

Usually for eye: muscles if they are standing in front of you and go up, down, left, right, and diagonals. Your doctor may have been looking for something else to have come up with vertigo from the extraocular muscle screening. Best to ask her/him what they were testing for to get clarity on how they arrived at their findings.
