Generally not ; yes: Medical procedures for obesity come with serious risks ; generally aren't done unless someone has significant obesity that has not responded to changes in diet and lifestyle. Not only can a doctor refuse to do surgery but they should when it's not appropriate. I advise you to take responsibility ; follow a healthy diet ; exercise to lose weight-unless you are hypothyroid this can normalize weight.

Overweight treatment: No, there are no procedures that are approved for people that are overweight but not obese. Yes, a doctor can refuse to perform surgery on anyone if they are not comfortable performing it for any reason.
