Maybe: Panadol in the US is called tylenol. The parent drug is acetaminophen. The drug when taken in excess amounts is harmful to the liver. It can cause both liver and kidney damage as well. The overwhelming issue however is liver damage. The max dose of acetaminophen is four grams in a healthy individual. Using this may help the joint but is unclear as to how much your father is taking Consult doc.

Possibly: It depends on how many mg he is taking a day. Taking it daily the dose should not exceed 3000 mg a day.
