Ovulation day: If you have a 28 day cycle, you are ovulating on cycle day 14. Your most fertile days are a day or two before ovulation. I don't know why you think you are ovulating on day 9. When you ovulate, your period comes 14 days later. If you ovulated on day 9, your period would come on day 23.
