I recently gained and lost about 10lbs. i'm 44 and noticed that this time the skin around my neck and jowls is slightly loose. at my age is it still possible for my skin to bounce back?

"loose jowl skin": The weight gain at 44 can stretch skin, and losing weight after a gain may leave the skin in the stretched state. It is a normal phenomenon in mid-forties. Unfortunately, without surgery there is no real way to recreate skin tightness in the areas you described. Certain cosmetic procedures are effective, however.

Skin: Skin changes with age unfortunately tend to go in one direction only and that's with gravity. Things you can do however to show these changes include consistent exercise and avoiding smoking!
