Not usually: More likely muscle/ligament. Little heat/massage/ NSAID/ strechig will help. Depending on duration......smoking hx, asbestus /chemical exposure....other things can be considered. Neck spine/nerve will be responsible if you had MVA/ whip lass.

Need more info: A simple tingling near a shoulder blade may not be significant if it does not last. Without knowing more, it is difficult to give a better answer. If the tingling is related to an injury, it is most likely not related to cancer.

Don't get yourself -: worked up, on the Google info. because they have to give you a complete list of possibilities. At age 32 Lung Cancer is rather Rare. Suggest you see your PCP who can start investigate the cause of the Tingling/Numbness in scapular area, as there are many more commoner causes; Remember Common is more commoner than Rare.
