Venous congestion : dark color usually means veins. White or cold means arteries

Hot Foot.: The hot water dilates the small oxygen rich capillaries, delivering more blood to the foot. The heat increases the metabolic activity of the tissue, increasing more waste product (co2). Venous congestion slows the slows the movement of the darker blood back through the venous vessels. The water causes the light waves to shift slightly to the blue side. It seems like a lot, but you asked.
