No: Tramadol is a weak opioid based on its binding to opioid receptor, but it's metabolite is felt to be much more potent, and the FDA has recently scheduled it due to relative addiction liability. If you switched directly from hydrocodone to tramadol, withdrawal could occur from the change in relative strength, but tramadol does. It induce withdrawal unless you stop it suddenly.
