Unlikely: Very unlikely it is kidney stones. More likely a urinary tract infection. However, that can progress rather fast, so probably a better idea to take him to urgent care. Good Luck.

Rare: Rare to have kidney stone but he needs to be checked for UTI, an urethral structure, a rash, is he circumsiced, etc. Go see PCP for an exam.

Unusual: Kidney stones in 4-year-olds are quite unusual. But the symptoms you describe don't make me think of kidney stones. If pain is severe, and you're nervous about waiting until appointment tomorrow, then go to urgent care. If there is no fever, vomiting, blood in urine, etc, then waiting until morning for an appointment should be fine.
