My hand is a darker purple color after having cast removed from 4th metacarpal break 2.5 weeks ago and fingers casted are still hard to move. is it ok?

Probably: I would let your doctor know, but it is not uncommon for patients to take another 6-8 weeks to regain their normal motion and coloration after being casted for a fracture.
