No: What climate you are in will not effect the spread of cancer.

??: Cancers may spread before, during and after chemo, surgery or radiation depending on the nature of the cancer. Not all cancers are easily treated. Some grow and spread no matter how they are treated. I don't know of any reason why a cancer would grow just because you went to south beach.
