It depends: it depends on your symptoms. If you have not tried a course of physical therapy, I would recommend this before having surgery. If you are having symptoms of neurological compromise, such as numbness or weakness in your arms / hands, then you should probably proceed with the surgery. If you are having a lot of pain, you should probably proceed with the surgery. You should talk to your doctor.
