Not directly: If glomerular filtration is very low, the body has trouble getting rid of salt and this raises blood pressure. It's complicated. Longstanding hypertension damages the glomeruli and lowers maximum GFR. Poor renal perfusion causes low GFR and also leads to release of renin which raised blood pressure -- a means of control. It's a tricky subject that needs more than 400 characters.
