Parotid gland: You most likely have a problem with your parotid gland, which is a salivary gland. It can become inflamed or the duct can become blocked. You can try sucking on sour candy to help it drain. See your doctor for a proper evaluation and treatment.

Salivary gland: Most probably a partially blocked Parotid Salivary Gland duct. Sucking on acidic (ie: lemon) hard candy may stimulate salivary flow, preventing complete blockage. X-ray of the duct would reveal calcified blockage. Best Specialist to diagnose and treat is an Oral Surgeon.
