Is it possible to have lymphedema only on one side of the face/neck and the swelling be intermittent? thyroid panel, ct scan, ultrasound all negative.

Yes: Lymphedema can be confined to one area of the neck. Usually there is a history of trauma, surgery or infection in the area or related area. I would consult with an surgical or lymphedema specialist for more information.
