Stand, & hold hands.: It may be painful for her to walk. If not, try getting her to pull to stand. If she can pull up to stand, then she isn't too weak or in too much pain, just hasn't decided to walk yet. There is a range of normal ages for developmental milestones. If she were two, I would be very concerned. If she can pull up to standing by herself, she will probably try walking soon.
