What does 'slightly low pcv' mean ?

MCV? MPV?: Mean corpuscular volume lowish means the red cells are a bit small and you may have a mild thalassemia, mild iron deficiency, something else, or just have small red cells like i do. Mean platelet volume lowish usually means nothing.
