Both: Sounds as if she is unfortunate enough to have both infestations as once. The scabies mite is not visible without a microscope. Head Lice are hard to see, but can be visualized on the scalp with the naked eye.

Not scaabies: Scabies bugs are not visible to naked eyes and the lesions are seldom on scalp or face. What you saw are probably lice nits.
