Not normal: throbbing is not normal for stretches. Throbbing indicates some type of injury.

Passive only!: If you are standing or bearing weight when you perform these stretches, it is placing more strain on the achilles tendon,Triceps Surae muscle and plantar fascia. The best stretch for this is "Passive Stretching". Like sitting down, keeping your leg straight or extended at the knee and using an elastic band to pull /dorsiflex your foot. If your heel is quite sore, I don't recommend stretches.
