Not likely leukemia: Petechiae are small (2-4 mm) areas of bleeding under the skin, usually due to a low platelet count. They usually show up first on the lower legs, where the venous pressure is higher. Leukemia is seldom a subtle disease. People with it are usually VERY sick, having fever and fatigue. Other conditions can cause or be mistaken for petechiae. Throw away your home medical encyclopedia, see a real doc.
