What do doctors mean when they say symptoms are "medically unexplained but not dangerous"? how do they arrive at this conclusion?

Depends: There are a lost of circumstances that may not be explained by the physical findings or tests, but such symptoms are not life threatening. One example would be tingling in the foot. Others could be unexpected weight gain of a few pounds, a localized skin rash, a missed period without being pregnant etc.
