Hard to say: Without examining you as you may have two independent problems like plantar fascitiis with athletes foot. Are you flatfooted? Or does your foot pronate? Do you get pain on the first few steps in the morning? Peeling on the bottom is usually athletes foot or occurs after swelling as the skin contracts and sheds epidermis.
