Many causes: Cirrhosis (of the liver), chronic kidney disease, congestive heart failure, hormonal influences, allergy, malabsorbtion, side effects of medications - these are major causes of fluid retention. The treatment must be tailored to the cause.

See a doctor.: There are many causes of such water retention, and some of them can be quite serious in nature. It simply isn't possible to diagnose without a thorough evaluation. I suggest you convince your mom to see a doctor. While her reluctance is understandable, no good can come off ignoring the condition and hoping it goes away.

Facial swelling: Please take her to her physician. Allergic reactions can be life-threatening. Other problems causing that can include sinusitis, even with cavernous sinus thrombosis, which is very serious. Puffy eyelids can be due to trichinosis and other equally undesirable problems or just pollen allergies. A physician needs to see your mother today if possible.
