Need to examine: It is not feasible to provide a meaningful opinion without examining the lesion. It would be prudent for you to see your doctor to exclude Paget's disease.

Tinea: Could be tinea corporis i.e. fungal, and require anti-fungal cream, or it could be contact dermatitis and require topical steroids; also need to consider infections. Check with your doctor.
