It shouldn't: Some physical activity is also adventurous even risky, like mountain climbing, roller boarding, racing, etc. But the part that might bring on panic is not the exertion. If you mean safe no risk exercise did it, see your PCP for an exam and get approval for a level of exercise right for your physical condition. CBT therapy can teach you about anxiety/panic avoidance and mgmt. Best wishes!
