No: All laboratory results need to be interpreted in the clinical context and the doctor who ordered the tests is usually in the best position to do that. Having said that, blood in urine is something that needs to be looked at. If you were menstruating at the time of the test, first thing to do would be to repeat the test when you are not bleeding.
