Asthma: It can be a manifestation of asthma. Your doctor will take a history and probably a pulmonary function test to be sure. Some cases are affiliated with allergy and some are not.

Perhaps...: This symptom can be due to asthma, or even copd. It can also be due to other lung disorders. You need to see your doctor and you will likely need pulmonary function testing as well as other testing, depending on the results. Good luck!
