I don't think so: As you know Arnold"s Neuralgia is actually occipital neuralgia or C2 neuralgia. As far as I could tell it produces headaches along with blurring of the affected eye but not the symptoms you describe. perhaps a good neurologist can help.

No: Arnold's neuralgia is also known as occipital neuralgia and no association to external jugular vein. Their is no entity as jugular vein strain but maybe language barrier in play here. This neuralgia consists of pain in upper neck, head and behind eyes. The tightening in the throat may be more related to the anxiety you have with the onset of symptoms rather than the neuralgia. I hope this helps.
