Sternocleidomastoid: You may be suffering from a strained or pulled sternocleidomastoid muscle. When your arm is dangling it could be pulling down on your clavicle which would make the muscle feel "tighter". https://en.wikipedia.org/wiki/Sternocleidomastoid_muscle
