Yes possible: Yes when hernia is protruding along the cord can give pain, even though testile itself do not have sensary nerves.

Could be: It is possible but without a bulge in the area unlikely. It could also be a back problem specially if the testicle is not tender to touch. If tender to touch it is likely epididymitis. See a urologist.
