Yes: As long as you're not having symptoms like dizziness or fatigue, then that HR is fine. A bit on slow side for moderate activity level, but again, no problem if not symptomatic.

Normal: The more fit you are and in good shape cardiovascularly, resting heat rate will be lower. That is because, if you are in good aeroblic condition, your heart knows not beat fast when resting as its oxygen needs ought to be lower at rest.
