Yes: Some vasectomies are done under general anesthetic. But in my area you have to pay for anesthesia out of pocket, insurance won't cover it because it is considered a minor procedure. Also, to get a general anesthetic you need an IV, which requires a needle.

No needles needed!: Vasectomy is safer, cheaper, and more effective than a woman getting her tubes blocked/tied. No needles/scalpels needed depending on where you go and they anesthetize the area so you don't feel anything. You don't need to be asleep; it'll just make the procedure longer and more expensive.
