Tired 3 yr old: Capillary refill time is a sign of dehydration. Has she been drinking enough? It is unusual for a three year old to be chronically tired, they usually have enough energy for 3 people. Make sure she is sleeping and eating properly. This should resolve pretty quickly, if your pediatrician found nothing wrong.

Odd statement: I would expect a kid with a 9 second capillary refill time to be near death. Perhaps your definition of the maneuver is quite different than mine. I doubt that would be the case in a kid who is functional at any level. If you are concerned the doc has missed something find another and get a second opinion.
