Depends: It may be cold air causing testicles to retract into inguinal canals. Try giving warm bath and see if you can feel them then. If so i wouldn't worry esp. If no sign of discomfort or pain.

Maybe,maybe not: At 2yr a boy should have his testicles down in the sac most of the time. In chilly settings a muscle will often draw them up into the groin, but a warm water soak should find them returning to their normal location in the sac. If the kid is quite pudgy it is often hard to locate the testicles in the sac if you're not used to felling for them.If concerned, a visit can sort it out.

See below: If your son has no symptoms and his scrotum is symmetric (ie one side isn't larger than the other) he most likely has retractile testes. Testes can occasionally be difficult to palpate, particularly in prepubertal boys. If the testes can periodically be felt within the scrotum, there is usually no concern meriting urgent evaluation. You should have him examined with well child checks however.

Not immediately: 1st sit son over edge of table in warm room naked from waist down & allow legs to dangle. Testes will descend into scrotum after few moments. U can confirm descent by stroking inside of thighs & watch testes ascend. Is the cremasteric reflex. Son's testes r likely retractile, normal at this age. Reflex usually develops in 2nd year & lasts till puberty. Consult pedi dr if testes do not descend.
