Sounds like a scab: from a burn. First call doctors office where you got the laser done ( I hope it wasn't from a spa or something), until then use aquaphor or vaniply to keep skin greasy, that rough skin will likely peel off, but see dermatologist if not healing normally when skin peels in a week or so
