Depends: She certainly needs to be followed closely by her physicians, particularly her oncologist, whether or not she needs to have her care in a hospital setting or as an outpatient is best decided after a discussion between the patient and her oncologist.

Yes.: I would say that she should go the hospital to treat her severe pain and find out its source. The COPD and just-diagnosed lung cancer are not emergencies, however; but they each require a team of trained specialists managing treatment plans that should be started right away and continued for the long haul. It looks like she has already started these plans so she should keep all those appointments.

Trust her provider: Except for ER visits, people don't self-admit to hospital. Her provider is the one to rely on for referrals to specialists and they might confer about admission advice. You may be a very helpful support to her in a consultation to ask questions and take notes. Doctors often appreciate a family member helping w/ patient understanding of complex issues.
