A few ideas: This could be a varicosity, meaning a vein that's swollen. It could also be a genital wart or condyloma. It could also be a folliculitis (small infection in the hair follicle). Bottom line, you should likely have someone look at it to confirm that it's not a STD and something that needs treatment. Likely it's benign but always good to have an eye on it.
