Local infec: You are describing a pimple (furuncle). This is a local bacterial infection. Get an OTC antibiotic ointment-like Bacitracin and apply it twice daily. Don't press or squeeze it. If it enlarges or spreads, see your physician as you may need to take oral antibiotics

Herpes: This bump could be something serious like herpes or something simple like a hair follice. See your gynecologist to be sure.
